Small Circles Networking is a member-led breakfast format designed to spark meaningful conversations within our community.

Hosted at TheStables at 8:15 AM, each session is initiated and led by a fellow member who brings forward a topic, question, or area of expertise to explore with others. The format is intentionally intimate, encouraging open dialogue, thoughtful exchange, and genuine connection.

For this session, join Kevin Munungu for a guided discussion on the evolving landscape of European defence investment and procurement.

As Europe significantly increases its defence spending, new opportunities are emerging across the continent through initiatives such as the SAFE Regulation, which has made up to €150 billion available for urgent defence investments. But alongside these opportunities comes an important question: who will truly benefit from this new era of defence procurement?

Drawing on his expertise in regulatory and public procurement law, Kevin will lead a conversation exploring whether the current framework is designed to foster a competitive and open European defence industrial base, or whether it risks concentrating opportunities among established national champions at the expense of smaller and cross-border actors.

Together, participants will examine how eligibility criteria, supply chain requirements, and regulatory conditions may shape future commercial opportunities across Europe. The discussion will also provide insights into the role of institutions such as the European Union and NATO in driving procurement strategies and influencing market dynamics.

Designed as a space for thoughtful exchange, this small-group conversation invites participants to share perspectives, ask questions, and gain a deeper understanding of one of Europe's most strategic and rapidly evolving sectors.

Kevin Munungu Lungungu

Kevin is an attorney in the Regulatory, Public & Administrative Law department in the Brussels office of Bird & Bird. He advises both Belgian and international clients on regulatory matters and public procurements across several sectors, including in the defence sector. A significant part of Kevin Munungu’s practice involves public procurement law, where he assists companies and government entities throughout the procurement process: from analyzing tender documentation and formulating strategic questions to procuring entities, through to court representation when disputes arise. This work encompasses procurements by national authorities as well as international organisations such as the European Union institutions, NATO, NSPA, the World Bank, and Interpol. Kevin is recognised in the legal directories as a Key Lawyer in handling public procurement matters (Legal 500, 2025). He also advises on emerging sustainability obligations, including compliance with the Greenhouse Gas Protocol and evolving environmental regulations. Beyond this practice, Kevin serves as an Assistant Professor in Public Economic Law at the Université libre de Bruxelles. He is a regular speaker at industry events and conferences, and he actively contributes to legal scholarship through publications on administrative law, public procurement, and regulatory matters.
